Yes — if you hold a CDL and operate a commercial motor vehicle under your own DOT authority, you generally must be enrolled in a DOT drug and alcohol testing program through a third-party consortium. Owner-operators are not allowed to manage their own random testing pool of one. A consortium combines you with other drivers into a larger pool so that selections are truly random.

What a DOT drug testing consortium is

A DOT consortium is a group of employers and owner-operators combined into a single random testing pool, managed by a Consortium / Third-Party Administrator (C/TPA). The C/TPA handles the random selections, notifies drivers, tracks test results, and supports the employer with documentation.

Why owner-operators cannot run their own random pool

A pool of one cannot produce truly random selections. FMCSA requires owner-operators to be part of a consortium so that the random selection process is statistically valid and verifiable. Failure to enroll can lead to violations and downgraded safety ratings.

How random selections work

Random selections are pulled from the consortium pool at intervals throughout the year, in line with FMCSA's minimum annual random testing rates. When you are selected, the C/TPA sends a notification with collection site information. You must report immediately and complete the test.
